Dr. Temilade Sesan Close Dr. Temilade Sesan is the Lagos City Manager for the African Cities Research Consortium, a programme of the UK Foreign, Commonwealth and Development Office led by the University of Manchester and implemented by the Centre for Housing and Sustainable Development at the University of Lagos. As City Manager, Temilade provides strategic direction to a team of expert academics and practitioners working to generate robust evidence for inclusive urban policies in a range of domains, including safety and security, housing, climate resilience and economic development. She brings her extensive experience in stakeholder engagement to bear on the role, coordinating dialogues with government, community and business partners to identify and implement actions geared toward inclusive urban reform. She has published extensively on pathways to co-creating urban development solutions with marginalised groups in reputable academic journals. - Prof. Samuel Babatunde Agbola
Prof. Samuel Babatunde Agbola Close Professor Samuel Babatunde Agbola is a distinguished Urban and Regional Planner with a long-standing focus on Human Settlement Development and its interactions with climate change. He obtained a Bachelor’s degree in Economics from Ahmadu Bello University, Zaria, Nigeria, before pursuing advanced studies at the prestigious University of Pennsylvania, USA, where he earned a Master in City Planning (MCP), Master of Arts (MA), and a Doctor of Philosophy (PhD). Fondly called Professor Tunde Agbola, he began his academic career at the University of Ibadan as a Lecturer II on August 23, 1983, and rose to the rank of Professor on October 1, 1996. Over the years, Professor Agbola has become a renowned scholar, authoring 19 books and monographs, 75 book chapters, and 66 journal articles in respected national and international outlets. He has also presented 174 conference papers and secured numerous research grants from organizations such as the United Nations for Human Settlements (HABITAT), Ford Foundation, USAID, World Bank, WHO, UNDP, and ICSU. In addition to his scholarly contributions, Professor Agbola has held various academic and professional positions. He has served as the Director and Head of the Department of Urban and Regional Planning at the University of Ibadan. Notable roles he has filled include serving on the 14-member Worldwide Advisory Board of HABITAT’s Global Research Network (2007–2011), and as the Pioneer Director of the Physical Planning Unit at the University of Ibadan (2009–2015). From 2015 to 2020, he chaired the Regional Committee for Africa (RCA) of ICSU. Currently, he is the Pioneer Director of the Center for Climate Change Studies at Bells University of Technology, Ota, Nigeria (2022–2025), and an Extraordinary Professor in Government Studies at North-West University, Potchefstroom, South Africa (2023–2026). Mr. Ben Akabueze Former HC, Ministry of Economic Planning & Budget Close BEN AKABUEZE is currently, since June 2016, the Director General of the Budget Office of the Federation, Nigeria. Prior to this, he served briefly as Special Adviser to the President on National Planning. He had served as the Honourable Commissioner for Economic Planning & Budget, Lagos State, to which he was first appointed by HE Bola Ahmed Tinubu late in his second term, and reappointed by HE Babatunde Raji Fashola for his two terms. Before joining the public sector, Ben had a career in auditing, accounting, consulting and banking spanning over 23 years at Price Water house, Nigeria International Bank (Citibank Nigeria), Fidelity Bank, United Bank for Africa, NAL Bank (where he was Managing Director/CEO from June 2000 to December 2005) and Sterling Bank (as Executive Director). Ben graduated first class from the University of Lagos, and holds post-graduate certificates from the Lagos Business School and Harvard Kennedy School of Government, USA. Ben is the recipient of several academic, professional and community service awards. He is a Fellow Institute of Chartered Accountants of Nigeria (FCA), Fellow Chartered Institute of Bankers (FCIB) and Fellow Institute of Credit Administrators (FICA). - Adamu Ahmed, Ph.D.
Adamu Ahmed, Ph.D. Close Adamu Ahmed is Professor of Urban Planning and Management at Ahmadu Bello University. With research interest in urban economics, growth management, and urban governance, Professor Ahmed has a career spanning over 30 years in academics, professional practice, and public service. His most recent research was modelling urban expansion (1976-2016) of the capital cities of Nigeria’s 774 local governments, a 40-year account of the urbanization history in Nigeria and policy implications. At various times, Ahmed held the positions of Head of Urban and Regional Planning Department at Ahmadu Bello University, was Coordinator of the Centre for Spatial Information Sciences (CSIS), Deputy Managing Director of the University Consultancy Services Company, and Director of the University Advancement Directorate. Ahmed was Commissioner of Lands and Survey, Bauchi State between 2019 and 2021, and Member Bauchi State Advisory Committee on Privatization and Economic Reform, where he was credited with far reaching reforms in urban planning and land administration. He has served on Federal Government Committees on drafting of the National Urban Development Policy, and recently that of National Policy on Rural Settlements Planning and Development. He’s also had involvement with the World Bank on Public Expenditure Review studies, and the UN-Habitat with governance of Nigeria’s cities. Professor Ahmed was founding Member of the Nigerian Resilient Cities Network, and currently serves on the Network’s Board of Trustees. He is Coordinator of the Regional Center of Excellence on Education for Sustainable Development (RCE), affiliated with the United Nations University-Institute of Advanced Studies (UNU-IAS), Nagoya-Japan. Professor Ahmed is currently Pro Chancellor and Chairman Governing Council of the Federal University of Education, Kano. He is Fellow of the Nigerian Institute of Town Planners. Prof. Grace Oloukoi, PhD, FNITP, RTP, FACCFP Close Grace OLOUKOI is an academic with core training in Urban and Regional Planning, and Geography. She obtained her PhD in Geography and Planning Science from the University of Ado-Ekiti in 2010. She joined the service of Lead City University in April 2006. She rose to be the first to hold a Professorial Chair of Urban Planning and Environmental Management at that University in 2020. As a pioneer staff, she was instrumental in the establishment of all programmes in the field of the Built Environment at Lead City University where she presently serves as the pioneer Dean, of the Faculty of Environmental Design and Management. Her research focuses on Climate Extremes and Environmental Governance, Urban Infrastructure Planning, Climate Adaptation and Social Change, Environmental Resources Stewardship, and Gender and Social Inclusion (GESI), with a special interest in water issues within Environmental Systems. She is a recipient of some scholarships and grants: the START International, USA on Climate Change, International Science Foundation (IFS) on Environmental Change and Water Vulnerability; Urban Water Infrastructure by the United Nations Industrial Organization (UNIDO); the Global Environmental Change for Africa (GEC-Africa) and a Comparative Study on land use pattern in the Sudano-Guinea Savanna by CODESRIA. Under the African Climate Change Fellowship Programme, Oloukoi was a visiting scholar at the University of KwaZulu-Natal, South Africa in 2009. At present, she is one of the Co-Principal Investigators in one of the Climate Adaptation and Resilience (CLARE) projects funded by the International Development Research Centre (IDRC) and the UK Foreign Commonwealth Development Office (FCDO) with the title: ‘A Pan-African and Trans-disciplinary Lens on the Margins: Tackling the Risks of Extreme Events (PALM-TREEs). She is a Fellow of the Nigerian Institute of Town Planners (NITP). She is also UN-Habitat’s affiliate to the Africa Union Commission (AUC), Africa Development Bank (AfDB) and UNECA, Regional Economic Commissions for Africa. Her previous portfolio in UN-Habitat entailed holding a dual position of Acting Head, Governance Unit and Project Officer for the AUA in the External Relations Division where she worked closely with National governments, relevant stakeholders and Habitat Agenda Partners (HAPS) in implementing the AUA by advocating through several high level and stake holders meetings, policy dialogues, expert group meetings and capacity building workshops for the formulation and adoption of the Common Africa Position to Habitat III (CAPHIII), adoption of National Urban policies by national governments, policy formulation and development with guidelines designed to contextualize housing policies that proffer finance and investment solutions for citizens especially the poor. She has a good understanding of the normative and operational mandates of local, national, sub regional, regional and global agencies with emphasis on how policies, plans and agendas are formulated, negotiated and implemented. Prior to her appointment in UN-Habitat, Omoh as she is fondly called by her professional colleagues and peers, was a lecturer in the Department of Urban and Regional Planning, University of Lagos, Nigeria; Senior Human Settlements Consultant with indigenous private urban planning consortiums- Geo Trans Nigerian Limited (Urban and Transport Planners) and MasterPlan Consults Nig Ltd. She also briefly consulted for with Henrich Boll Stitfung Nigeria- a German foundation.
