    TPL Olutoyin Ayinde, FNITP, PPNITP Former HC, Ministry of Physical Planning & Urban Development Close Born to the family of Moses Oluyemi Ayinde and Grace Olajumoke Ayinde (Nee Ogunlewe), Olutoyin Ayinde, a Fellow of the Nigerian Institute of Town Planners (NITP), is the Chairman, Tee-Ay-Ay Limited, a firm of Consulting Urban Planners based in Lagos. Toyin Ayinde has built his career as an Urban Planner in the Private Sector for over three and half decades. He volunteered as an adjunct lecturer at the Lagos State University for over a decade. He represented the Nigerian Institute of Town Planners in the Committee assignment on Lagos Magacity Region headed by Professor Akin Mabogunje. He served the Lagos State Government meritoriously as Honourable Commissioner, Physical Planning and Urban Development (2011-2015) under the Babatunde Raji Fashola Administration, and in October 2020, he assumed the office of National President of the Nigerian Institute of Town Planners (NITP), where he demonstrated excellent service and leadership skills for two years. He was appointed Chairman of the Tribunal of Inquiry into the Collapse of the 21-storey Structure along Gerrard Road, Ikoyi-Lagos, Nigeria by Mr. Babajide Sanwoolu, Governor of Lagos State in November 2021, submitting a credible report. He was appointed Member of the Board of Trustees of NITP at the end of his tenure as National President in November 2022. In view of his contribution in the Construction Industry, he was awarded the Year 2022 Best President of Professional Bodies by the African International Housing Show and was later appointed Member of the Advisory Board of the same Organization in November 2022. His professional practice experience cuts across public, private and academic sectors of the profession of Urban and Regional Planning. In his opinion, “Planning should precede development as thinking should precede speaking; to do otherwise is to expect chaos”. He believes that Nigeria and Nigerians will either organize by adhering to physical planning principles or agonize by working against those principles. He is married to Rhoda Ayinde, who retired as Permanent Secretary in Lagos State, and their marriage is blessed with children and grandchildren. Next Item Previous Item

ABOUT MPPUD LAGOS Office of Physical Planning is one of the two arms of the Ministry of Physical Planning and Urban Development created in January 2024 to oversee formulation of urban and regional planning policies and strategies, preparation of physical development plans, grant of development permits and engagement of stakeholders to achieve resilient and sustainable Lagos megacity. The Office was created alongside the Office of Urban Development in response to the need for effective and efficient physical planning service delivery. Hitherto, the Office of Physical Planning was part of Lagos State Ministry of Physical Planning and Urban Development created in 2004 which evolved to coordinate and concentrate on the activities of urban and physical planning in the State, The Office took its root from merging of erstwhile Ministry of Works and Planning and Lagos Executive Development Board (LEDB) which had responsibility for coordinating physical planning and development control before the creation of Lagos State in 1967. The Ministry subsequently transformed from Ministry of Housing Surveys and Special Duties 1978-1984 to Ministry of Environment and Physical Planning 1994-1999; Office of Physical Planning in the Ministry of Environment and Physical Planning 2001-2004 and became full-fledged Ministry of Physical Planning and Urban Development from 2004 till date.
